On the Issues:
Iraq
"The surge is working because we've got a great general. We've got a good strategy. The Maliki government is not doing the things we want it to do, the police are not functioning the way we want them to do, but we are succeeding. And the great debate is not whether it's apparently working or not, the great debate is going to be whether we set a date for withdrawal, which will be a date for surrender, or whether we will let this surge continue and succeed."
(If the surge does not work) "then you have to examine the options. And I'll tell you the options. One is the division (of Iraq into three parts by ethnicity). You would have to divide bedrooms in Baghdad, because Sunni and Shi'a are married to each other. You have 2 million Sunni and 4 million Shi'a living in Baghdad together. You withdraw to the borders and watch genocide take place inside Baghdad. You watch the destabilization of Jordan. You see further jeopardy of Israel because of the threats of Hezbollah and Iranian hegemony in the region. All of the options I could run through with you; none of them are good. That's why we must succeed and give it a chance to succeed."
Immigration
"Very seldom have I seen an issue that aroused this much passion with the American people. No one is for amnesty. I and the President came forward with a plan that we thought was comprehensive and workable with the priority being border security, which remains my position.
Why we failed is because the American people have lost trust and confidence in us. We have to succeed, because there's 12 million people who are in this country illegally, which is de facto amnesty, and we need a temporary worker program. I commit to securing the borders first. We can secure those borders. As President, I would have the border state governors certify that those borders were indeed secure.
The proposal that we had would require fines, would require back in the line, would require deportation for some. It would require others to go back to the country of their origin. It would require an enormous amount of time, as long as 13 years, before anyone could even be eligible for citizenship in this country."
Healthcare
"It is simply disgraceful that 43 million Americans can not afford health care coverage. We must expand medical savings accounts, offer flexible savings accounts, provide full tax deductibility for self-employed health insurance costs, and allow tax deductibility for long-term care expenses. We should provide more funding for our nation's community health centers, which have instituted a sliding fee schedule which allows people to contribute what they can afford and still receive health benefits. "
Energy
"One of the areas that they (oil compaines) ought to be involved in is nuclear power. Nuclear power is safe, nuclear power is green and does not emit greenhouse gases. Nuclear power is used on Navy ships which have sailed around the world for 60 years without an accident. And of course we ought to be investing in alternate energy sources."
Senator McCain voted against allowing drilling in ANWAR and does not support implementing the Kyoto Accords in the U.S.
