It is not a big deal, she would be more naked if she was wearing a bikini! and 15 year old girls wear those everyday, right??? She is growing up and coming into the more grown up part of her teens, so she wants to be a little sexy, big deal, after all this was her personal phone and no one's business! and if you think about it the way these girls act today it could have been worse, i think if this is what she is doing on her personal phone then its not that bad!
